- High-Level ICT Committee
The ePIS Project, as a component of the Digital Drukyul Project, also reports to the High-Level ICT Committee which is chaired by the Hon’ble Prime Minister along with GNHC Dasho Secretary and DITT Director. All the National Flagship Projects were monitored by High-Level ICT.
- Project Steering Committee
The National eHealth Strategy established the eHealth Steering Committee. This governing body was established to oversee the implementation of ICT activities in the health sector in a prudential manner, to ensure sustainability and impact. Following are the members:

This committee was also to be the governing body for the health IT flagship project as the Project Steering Committee. During the last project meeting conducted on 6th November 2023, the ePIS Project Steering Committee was reconstituted in line with the ongoing transformation. The meeting concluded with an ePIS Steering Committee with the following members:

- Technical Working Group
At the agency level, the project governance structure is vital for the successful execution of the ePIS project:
- ePIS project steering committee: Plays a crucial role in making high-level decisions about the project.
- The eHealth Technical Working Group: Plays a crucial role in guiding the technical aspects of the project.
- Project Champion: An advisor to the project who provides high-level guidance and support.
- Domain Experts: Stakeholder contributors bring specialized knowledge and insights.
- Project Management Unit: The members of PMU will manage and ensure the success of the project.
The eHealth Strategy also established the eHealth Technical Working Group (TWG) with the following mandates:
- Communicate and update eHSC on eHealth activities of respective office and health facilities
- Identify opportunities for service and process improvement in delivering the agreed level of service quality
- Review, evaluate, and recommend any new ICT-related project proposal for any programs or health facilities
- Ensures that eHealth policies and strategies are implemented as per the strategy, blueprint and plan
- Ensure that project implementation conforms to eHealth and eGIF standards and regulations
- Recommend eHSC on ways to achieve effective and efficient service delivery.
- Propose proactive, cost-effective solutions for continuous improvement
- Identify, evaluate and take actions to resolve any issues identified.
- Escalate and seek advice on the unresolved and unforeseen risks associated with the project to eHSC
- Work jointly with the other members of the eHealth TWG within and across work programs and health centers to help the health sector use eHealth solutions for improving service delivery as and when required.
- Undertake assigned individual/sub-group tasks within the stipulated time of the action plan and report to eHealth TWG
- Bring to the attention of eHealth TWG any issues and additional ICT activities that may be required within health sectors.
- Contribute to achieving the goals of the eHealth Strategy Action Plan, e.g. by participating in system development planning/meetings, demonstrations, evaluations, monitoring, etc.
- Create awareness and disseminate information on the status and progress of eHealth activities to the respective departments, divisions and programs.
A member from a particular office or HC shall be responsible for answering for the respective office’s eHealth needs and shall liaise between the TWG and particular office in implementing the Action Plan and report accordingly.
The eHealth TWG was replaced with the ePIS Project Technical Working Committee. The difference between eHealth TWG and ePIS Project TWC was that the de facto chairperson from TWG was the Chief ICT Officer of MoH while the ePIS TWC chairperson was a senior doctor from National Referral Hospital.

As the project progressed, hospital-level TWC was also instituted, where the head of the hospital was the Chair.

The Hon’ble Health Secretary is the Chair of ePIS PSC and Dr. Drubthob Sonam (OPD Head of JDWNRH) is the Chair of TWC and CMOs the Chair of Hospital ePIS TWC.
